The best restaurant caters to all palate and dietery needs. The best restaurant offers a good selection of value meals and gourmet items for sophisticated tastes and those with deeper pockets. A good bar, and a nice selection for children is probably helpful.

The only type of place I can think of are buffet style restaurants like Ryans or Golden Corral or others like this. They have a little of everything for everyone, for one flat cost. Just one thing though, no alcohol is served there.

Without being more specific of your needs, I guess I can't recommend anything else.

Me personally though, I like good steak houses...good one's. Not the standard franchise chain one's.

Now I'm hungry.
References :
Is it women and men? I was thinking like a 50s housewife type theme. (You know the pretty little cotton dresses etc) But to be quite honest I wouldn't do a theme for this. Just tell people to dress smart-casual and have a game of charades or celebrity heads (or something like that) ready for after the dinner if the conversation starts to get boring! Always works for me.
References :
If you know his name, request that he be your server, tell them that he gave you great service last time and that you want him to serve you again. After the meal hand him the tip and thank him for his service. when you hand it to him, make sure you hold his hand for just a second too long while thanking him, and also make eye contact with him. These things will make you stand out to him, and the next time you are eating there, he will remember you.
References :
Big Bowl. But that's my opinion, and this question will not get one "true" answer, because every person has his/her own opinion of what the best restaurant to dine out is.
References :
Jim Dine did beautiful drawings of ordinary tools, especially hammers. Here I am pasting this link to show you an example, not because I agree with the article. Jim Dine is one of my favourite artists. He drew for five hours a day.

When you pay for your meal, you tip. If he hasnt been receiving any tips from you he probably just sees you as that nasty guy who doesn't tip. But then, most kids your age don't tip AT ALL, which the waiters hate (that their parents havent taught them any better). Usually waiters RUN AWAY from from kids like that and don't want to wait for them just because... they don't tip. At least that is where I live on the other side of the pond.
References :
Me, i know waiters.

I bartend in the US, and I frequently have guest approach the bar, hand me money, and thank me for my service to them (sometimes flirtatiously). They could've just left the money on the table where they sat, but they wanted to be sure to personally thank me. I take it as a sincere compliment.
As far as having a crush on your server, I'd hand it to him personally, and make eye contact to see what his response is. If it's positive, talk to him next time you go there to gauge further where things might go. If he's straight, then oh well... Some straight guys do eat up the attention though.
